weder unabhängig noch effizient Wilfried Soddemann Zusammenfassung Abstract The monitoring drinking water system in Germany: neither independent nor efficient The monitoring drinking water system in Germany is considered to be problematic as the survey of the drinking water is almost exclusively being performed by the water distribution companies themselves or by their order. German water distribution companies usually are municipal companies under public law, purpose federations or associations under private law with a municipal cooperation. For the legal control of the drinking water - also on the municipal level - the health authorities of the county district and those cities without a surrounding district are in charge. The function of a regular control of the drinking water on site does not belong to the field of duty to the Federation and the counties. Positive bacteriological findings have to be rare as chlorinated drinking water is regularly being analysed for indicator viruses regulated by the drinking water ordinance after the chlorination. Negative bacteriological findings are no evidence for the absence of viruses. Examinations for Noro- and Rotaviruses are hardly being performed in Germany, although it is known from a multitude of examinations that viruses can be contained in the drinking water. The Norovirus- and the Rotavirusinfections are the virus infections that are the most often being reported to the Robert Koch-Institute Berlin by the health authorities. The feeding stuff water is - if at all - being analysed only for few bacteriological parameters and chlorinated water in most cases after the chlorination. Microbiological pollution of the feeding stuff water may lead to the high use of antibiotics concerning the productive livestock and via the produced meat it may lead to antibiotic resistance among the humans. The testing of drinking water is to be conferred on independent authorities and laboratories of the counties. Analyses for indicator viruses regulated by the drinking water ordinance have to be effected before the chlorination. Drinking water has to be analysed systematically for Noro- and Rotaviruses.
